Equality Impact Assessment: Summary Report

Completing Officer’s Title/Position: Procurement Officer
Service, Policy, Procedure, or Practice that was Impact Assessed: Procurement of goods and services, specifically the overall policy “Sustainable Fair and E Procurement Policy”.
The “Sustainable Fair and E Procurement Policy” encompasses the following areas:
- procuring responsibly i.e. (with environmental impacts of purchase in mind)
- obtain value for money,
- promoting equality,
- supporting local suppliers,
- aiming to move to e-procurement where feasible to become more efficient.
This policy covers the areas the Authority considers to be best practice in procurement, to give an overall steer to interested parties of the Authority’s priorities with regard to procurement.
Summary of findings:
The Policy has a positive statement to promote the Authority’s stance on Equality. The standard terms and conditions of purchase also include a non discrimination clause.
There is a lack of data on suppliers and what their composition is in relation to the Equality strands. When we add a new supplier to our system they agree to our terms and conditions and therefore the non discrimination clause. The impact assessment has highlighted that we have no evidence that they are abiding by this clause.
Summary of Recommendations and Key Points of Action Plan:
The Authority has found no equality issues as part of this process but to ensure our assumptions are correct we need to
- identify what data is relevant
- gather the base data
- analyse the data
- compare to a benchmark (if we can identify a useful comparative)
- subject the policy to external critical analysis
